RePEc documentation: Adding an archive to RePEc

First, verify the archive code is not used already.
Second, add the *arch.rdf and *seri.rdf files to RePEc/all on
netec.mcc.ac.uk, account adnetec.
Third, AND THIS IS THE MOST IMPORTANT PART, monitor the archive 
until it is functional, i.e. at least some works show up on the 
RePEc services. This means checking it mirrors well and that 
templates are OK.
